Anyone can make a call using public telephones. They can be found in public facilities including stations, parks, and municipal offices.
If you own a SIM-free phone, which can be used not with a SIM card of a specific cell phone company, but with any SIM card, you can use it after purchasing a prepaid SIM card for foreigners. You can also rent a smartphone capable of phone calls from inside and outside Japan. They can be purchased in airports or via the Internet.
